Kentucky Justice and Public Safety Secretary John Tilley says there are challenges with pay, staffing and caring for those in juvenile jail.
"It's a leadership failure," Metro Council President David James said. "Absolutely there's a problem with that. There's a problem that we hired him."
Court documents filed last week show Brian Percentie, a former court process officer for JCYC, was served with a warrant with the charges.
