LOUISVILLE, Ky. (WDRB) -- A Fairdale, Kentucky man has been arrested after Louisville Metro Animal Services investigators say his dog was found "completely frozen."

The incident in question took place in February. According to an arrest warrant, a concerned citizen contacted LMAS after they became worried about the dog's condition.

Upon investigation, a dark-colored dog was found tethered to a cable inside a dog house, "completely frozen."

The dog belonged to 19-year-old Augustin Bibiano-Florentino, according to the arrest warrant. Bibiano-Florentino was not home at the time.

The dead dog was taken to the University of Kentucky Veterinary Diagnostic Laboratory for a necropsy. It was later determined that the dog died of "demodicosis and malnutrition." 

"The lab commented that the weather had been cold in recent days," the warrant states. "Serious atrophy of cardiac fat indicates a negative energy balance over an extended time. It is suspected the dog did not have adequate feed for living outside in the cold."

Authorities eventually contacted Bibiano-Florentino. He allegedly told them that he was indeed the owner of the dog -- which he called "Day-Day" -- and claimed that he had provided adequate food and water for the dog. However, when investigators found the water, it was frozen, according to the arrest warrant.

A warrant was issued for Bibiano-Florentino on March 6. He was arrested by West Buechel Police on Sept. 8 and charged with second degree cruelty to animals, a misdemeanor.
