The GOP-backed measure in the Kentucky legislature also would allow new independent cities to form in Jefferson County.
House Bill 309 had languished in the Kentucky General Assembly amid a debate over how much authority to grant the civilian panel and its inspector general.
The two candidates who had faced scrutiny were confirmed in 15-10 votes.
The two nominees face a make-or-break confirmation vote on Thursday.
Both members argued, despite the past posts, they can serve objectively.
