The Sixth Circuit U.S. Court of Appeals in Cincinnati ruled the buffer zone infringes on the First Amendment rights of protesters who demonstrate in front of the EMW Women's Surgical Center.

While it's a city-wide piece of legislation that applies to all clinics, the debate that sparked the creation of the ordinance centered on the EMW Women's Surgical Center in downtown Louisville.

If passed, the ordinance would allow health care facilities to create a 10-foot buffer zone to allow patients to enter and exit buildings safely.

The new facility will open in the old Baptist Health Express Care building in suite 150 at 10216 Taylorsville Road, near Watterson Trail.
