According to court documents, Noel was issued a check for $35,000 from Humana. 

Noel was arrested last week on 15 felony charges of theft, fraud, ghost employment and corruption. 

Over the last few years, Sheriff Jamey Noel and his team have implemented mental health accessibility with full-time staff for inmates as part of a partnership with LifeSpring Health Systems.

The sheriff's office says Vivian Alexander's actions were captured on camera at the local post office.
