According to a news release from OUI, the change was made "in an effort to protect unemployment insurance claimants from fraud."

Unemployment officials are working with the Kentucky Office of Homeland Security, the state's Labor Cabinet and the Commonwealth Office of Technology to address the attack.

It's unclear clear how many checks were mistakenly sent out, but the notice from OUI comes with 80,000 unemployment claims still unprocessed.
