Gov. Matt Bevin's economic development cabinet has begun sending state funds to new organization whose president is also a high-ranking official in the same cabinet, under an $8.5 million no-bid contract signed in May.
"Is this ethical?" one lawmaker asked. Kentucky economic development officials said it is.
