Many residents are anxious to get back in their homes after having to evacuate because of flooding, but health officials urge people to use extreme caution.
The declaration is effective for 30 days and allows the Indiana Department of Homeland Security to begin providing financial assistance.
The mud is in the homes, on the streets, across yards — coating nearly everything in its path.
