Neighbors of the Lake Forest neighborhood are upset about a perceived lack of notice, the location of the plant and how it will impact their kids.
Councilman Anthony Piagentini, R-19, said his neighbors were never notified about the proposal.
Right now, the plant is set to be constructed on Aiken Road, across from houses, a church and a school.
