Family members said Yoel Napoles called 911 on himself because he thought he was having hallucinations, but the situation then turned tragic.
The Public Integrity Unit is investigating the shooting.
According to his family, Yoel Napoles-Ravelo was a graduate of a medical school in Cuba and was taking the steps to enter medical school when he experienced a mental health episode and called police for help.
