LOUISVILLE, Ky. (WDRB) — A Carroll County husband and wife are facing child abuse and animal cruelty charges after deputies said they found two young children and a dog living in unsafe conditions.
Jacob Kelley, 26, and Sarah Kelley, 25, were each arrested Wednesday on charges of second-degree criminal abuse of a child 12 or younger and second-degree cruelty to animals, according to the Carroll County Sheriff's office.
According to the arrest citations, deputies and Child Protective Services found the couple's 6-month-old and 18-month-old children covered in fleas with numerous bites.
The citation said the home on Old Ky. 227 also had roaches and bed bugs, along with dog feces and urine throughout the house.
A dog was found by police "saturated" in fleas with "visible injuries" that had not been treated, police said.
According to the citation, Sarah Kelley told police the condition of her home was "unacceptable" and acknowledged it put the children "at risk of serious physical injury or death."
Both Sarah and Jacob Kelley are in custody at the Carroll County Detention Center.
