LOUISVILLE, Ky. (WDRB) -- A Kentucky sheriff charged with shooting and killing a Letcher County judge in his chambers last week pleaded not guilty to murder during his arraignment Wednesday. 

During Wednesday's hearing, there was a lot of back and forth discussion about whether 43-year-old Shawn M. "Mickey" Stines qualifies for a public defender since he earned a six-figure salary as sheriff.

"I don't believe you do, at this time, qualify for public assistance due to the fact that you aren't indigent," Chief Regional Judge Rupert Wilhoit said. "However, based on the circumstances of this case and the fact that we do need to have a preliminary hearing within 10 days, I'm going to appoint the public defenders office to represent you."

Wilhoit said it's possible the court will require Stines to hire his own attorney after the preliminary hearing.

Stines was charged with murder after investigators determined he shot District Judge Kevin Mullins multiple times Sept. 19 after an argument inside the courthouse, according to Kentucky State Police.

Mullins, 54, who held the judgeship for 15 years, died at the scene. He had served as a district judge in Letcher County since he was appointed by former Gov. Steve Beshear in 2009. He was elected the following year.

Stines surrendered without incident. His next hearing is scheduled for Oct. 1.
