House Bill 5, dubbed the "Safer Kentucky Act," passed the Senate Judiciary Committee on a 7-3 vote Thursday.
The Jefferson County Police Memorial will remain at Jefferson Square Park in downtown Louisville for the time being.
The ceremony included the playing of taps and the reading of the names engraved on the memorial downtown.
