In 2019, Churchill Downs announced expansion plans including installing 4,700 permanent stadium seats, building a hotel and historical racing machine facility in the track's first turn as well as making upgrades to Millionaires Row.

The project aims to capitalize on slot-like historical racing, which has grown exponentially in Kentucky, and to make the Central Avenue track into a year-round entertainment destination.
Louisville Metro officials have signed off on Churchill Downs Inc.’s $300 million plan to expand its historic racetrack at 700 Central Avenue to add a hotel, permanent seating and a historical horse racing venue with slot-like machines.
Churchill Downs Inc. no longer plans to build a seven-story hotel at its iconic Louisville racetrack, but the company still plans another gaming venue, perhaps downtown.
