The bill is named after Christopher McKinney, who died after an altercation with a bouncer at Nowhere Bar on Bardstown Road last year.
Police said McKinney was intoxicated and that employee was leading him out of the bar after showing "unruly behavior".
"Christopher's Law," filed by Councilwoman Jennifer Chappell, D-District 15, was introduced in a Public Safety Committee meeting on Wednesday.
