ELIZABETHTOWN, Ky. (WDRB) — A nearly $14 million grant is expected to bring new investment and improvements to the south end of Elizabethtown as city leaders work to revitalize a growing corridor.

In fall 2024, the city announced it would receive $13.9 million in combined federal and state funding, along with support from the Kentucky Transportation Cabinet, as part of the Safe Streets for All plan.

City officials said the funding will help improve infrastructure along U.S. 31W near Exit 91, an area that sees about 15,000 vehicles per day and has become a focus for new development.

"We hope that this project by the city improving — if you will — the front door to the south end of town, that will enhance the appearance and we will have investments by other businesses," city administrator Ed Poppe said.

Planned upgrades include new sidewalks, lighting and multi-use paths designed to improve safety and accessibility while making the area more attractive to businesses and visitors.

Two new hotels are being added near East Dixie Highway, signaling continued growth in the corridor.

Business owners said they're optimistic about what the improvements could mean.

Bradshaw Smoot, a local butcher, opened his shop after drawing up plans around this time last year and completing construction on Aug. 14.

"I think everyone is starting to catch on," Smoot said. "Money is being spent on this end of town and really starting to upgrade this area."

Smoot said investing in his own property has already encouraged nearby businesses to follow suit.

"We came in and uplifted our property a little bit and now you start to see our neighbors down the street starting to do the same," he said. "I do feel like there is a lot of optimism surrounding this area of town."

City leaders expect initial designs to be ready in the coming months, with construction potentially beginning late next year.
