LOUISVILLE, Ky. (WDRB) -- Two men are facing a sweeping federal indictment that includes dozens of charges involving fentanyl trafficking, illegal gun possession and firearms trafficking.
Mark Foster Jr. and Devante Rice were indicted by a federal grand jury on 45 charges between the two of them in the Western District of Kentucky. The indictment alleges the convicted felons illegally had several guns and trafficked large quantities of fentanyl between October 2024 and April 2025.
Court documents say for Count 1, around Oct. 29, 2024, Foster "knowingly and intentionally distributed 50 grams or more of methamphetamine, and 40 grams or more of a mixture and substance containing a detectable amount of f N-phenyl-N.... commonly known as "fentanyl."
Prosecutors say Foster is charged in 31 of the 45 counts, including multiple instances of distributing fentanyl, possessing firearms in furtherance of drug trafficking and illegally transferring guns to others. Rice is charged in 21 counts, largely for illegally possessing dozens of firearms and transporting them despite prior felony convictions.
As part of the indictment, Foster and Rice have to give up all firearms and ammunition that were listed. The list contained 65 firearms:
- Pistols: 57
- Revolvers: 3
- Rifles (including short barrel rifles):Â 4
- Other: 1
Both are behind bars in the Oldham County Jail. Records show they were arrested by the FBI this week. If convicted, both men face lengthy prison sentences under federal law.
IRS Criminal Investigation is also working on this case.
