LOUISVILLE, Ky. (WDRB) -- A former director at Volunteers of America Mid-States is facing federal wire fraud charges, accused of diverting money from the nonprofit over several years.
According to court records, Tiffany Cole Hall’s misuse of credit cards began in 2017 and continued for more than five years.
For people like Tara Glover, the allegations are difficult to believe. Glover said Hall once mentored her and helped her rebuild her life through VOA’s recovery programs.
“It’s kept me up at night that she could do something like this,” Glover said. “It makes me mad. It makes me sad. It makes it hard for me to look at her. I go back to stuff that she taught me in treatment — I can’t believe it’s the same person.”
Glover said VOA changed her life when she was struggling with addiction and that Hall played a big part in that.
“They saved my life,” Glover said. “She mentored me, and she had the same respect for value that I did. I know better.”
Hall was fired from Volunteers of America in January 2023. Glover said she remembers times when money at VOA was tight — when staff didn’t have enough resources to help the next family in need.
“There comes a point in time where there’s not anything left to get the next person or the next family new clothes and new shoes because the money’s ran out,” she said.
After an internal investigation, VOA leadership determined that Hall had diverted a significant amount of money. The organization reported its findings to law enforcement and the U.S. Attorney’s Office.
In a statement to WDRB News, via Travis Ragsdale with Tandem Public Relations, VOA Mid-States said:
"Volunteers of America Mid-States (VOA Mid-States) became aware of financial irregularities involving former COO Tiffany Cole Hall in December 2022. An internal investigation revealed that Ms. Hall had diverted a significant amount of organizational funds intended to support our mission for personal use. Her employment was terminated on January 3, 2023.
"Following her termination, VOA Mid-States launched an internal investigation, as well as engaged legal counsel and forensic auditors. The findings were reported to the VOA Board and shared with the U.S. Attorney’s Office for the Western District of Kentucky. We are grateful for the thorough work of the federal investigators. A civil lawsuit filed by our insurance provider remains pending.
"Ms. Hall’s actions were a serious violation of the trust placed in VOA Mid-States leadership. We have taken strong corrective action, including enhanced financial controls and oversight. VOA Mid-States remains mission-focused, and fully committed to serving our communities with transparency, accountability, and integrity."
WDRB tried to contact Hall at her new office, but the call was sent to voicemail.
Glover said the allegations have ended their friendship, and she believes Hall should be held accountable.
“When we were in treatment and she was running the program, she didn’t have any problem calling on us if we didn’t follow the rules — and people on probation would go back to jail,” Glover said. “So I feel like she should go to jail.”
Hall is scheduled to appear in federal court later this month for a change of plea hearing in Louisville. She is also facing a civil lawsuit filed by Volunteers of America insurance company.
