Louisville police major cleared following a 'complaint of gender discrimination'

LOUISVILLE, Ky. (WDRB) -- A Louisville Metro Police major has been cleared following a complaint of gender discrimination.

LMPD released a statement July 2024 that said Maj. David Allen, commander of the department's training academy, was "temporarily reassigned" until an investigation was completed. No other details were released.

In April 2025, LMPD Chief Paul Humphrey issued a memo that said the Professional Standards Unit investigation was complete.

He determined the allegation of harassment/sexual abuse and discrimination was unfounded. A second allegation of violating rules and regulations was unfounded.

Humphrey exonerated Allen of a third allegation of obedience of orders. No disciplinary action was taken. The chief's memo is below.

News of Allen's investigation came weeks after former police Chief Jacquelyn Gwinn-Villaroel resigned amid several sexual harassment lawsuits against the department. One of those complaints involved an officer who said she was sexually harassed by an officer teaching in the academy and a training officer in the field. There has been no update on officers involved in those cases.
