David Alkins, who has been serving as acting chief, will be sworn in as the new chief Tuesday evening at City Hall, according to the police department.

"We have to go out there and proactively look for criminals and take people to jail."

Col. Paul Humphrey is the sixth person in four years to lead the Louisville Metro Police Department. 

Battalion Chief Maj. Garry Key was the longest-serving volunteer member of the Bullitt County fire district. 

 Several activists said they left the meeting disappointed.

In Tuesday's ruling, a judge said Chiefs Hess and Schroeder, as witnesses subpoenaed by Metro Council, "do not have a right to insist that their testimony occur privately, shielded from public view."
