The capsule included items like an old Kentucky post card, tickets to the Elizabethtown Fair in 1906 and some old newspapers.

Residents can now send a text to report things like potholes and missed trash pickups. 

Neighbors fear the sloped panels could create water runoff and flooding in the area — along with being an eyesore.

None of the shelters in Hardin County are open as of Monday afternoon, but could open later if needed.
