Tommy Ballard spent the last 18 months of his life searching for his daughter Crystal Rogers, and a mother of five who disappeared in July 2015 from Bardstown, Kentucky.
Kentucky State Police never ruled the 2016 shooting a hunting accident, and the Ballard family has long believed it was a targeted attack.
Ballard was about to go hunting on the family's property along Ed Brent Lane near the Blue Grass Parkway when he was shot in the chest.
