Work stopped Tuesday after blasting sent rocks and sediment onto the Watterson Expressway and nearby homes.
Fourteen of the cases are still under investigation.
According to the U.S. Army Corps of Engineers, the contractor must demonstrate appropriate safety measures are in place before it can resume.
