Louisville Metro Animal Services is waiving adoption fees for dogs and cats to encourage adoptions.
Officials said operating at maximum capacity creates "an urgent need to reduce kennel population" to make room for the "ongoing influx of stray pets."
As of Friday morning, Louisville Metro Animal Services says it was down to just one open dog kennel.
