LOUISVILLE, Ky. (WDRB) -- Kentucky Gov. Andy Beshear announced a new provisional license Tuesday for tobacco, nicotine and vapor retailers across the state.

The temporary license applies to businesses that applied for a state license before Jan. 1, allowing them to stay open while their applications are reviewed.

The move follows Senate Bill 100, which created new licensing requirements and tougher enforcement to prevent illegal sales and youth access.

"I signed Senate Bill 100 into law to help make sure harmful tobacco and vapor products are not marketed and sold to our kids, and during this transition, I am committed to supporting our businesses that are working to do the same," Beshear said in a news release. "This provisional license will allow businesses that are committed to selling legal product through the licensure process to continue operation as we take steps together to protect Kentucky's children."

The state Department of Alcoholic Beverage Control filed an emergency regulation to prevent penalties during the transition. ABC officials urge retailers who haven't applied yet to act quickly.

No provisional licenses will be issued after Jan. 1.
