LOUISVILLE, Ky. (WDRB) -- Kentucky legislators are speaking out after a man who was out of jail on shock probation was arrested Friday for abducting a woman and two children before robbing a bank.

Armond Langford, 32, is facing five counts of robbery, one count of kidnapping an adult, two counts of kidnapping a minor and one count of assault.

Langford has been convicted of similar crimes in the past.

He was sentenced to 14 years in prison on a burglary charge and several counts of robbery in 2024, but was released early on shock probation. Now, he's facing similar charges again.

Several Kentucky leaders released statements about his early release, including state Rep. Jared Bauman, R-Louisville, who sponsored the Safer Kentucky Act — also known as House Bill 5.

"This was totally avoidable," Bauman said. "It was predictable that Mr. Langford would commit another violent crime."

House Bill 5 is a criminal justice reform that went into effect in 2024. Part of the bill includes a truth in sentencing policy, which means anyone convicted of a violent felony in the state of Kentucky will serve at least 85% of their sentence behind bars.

Bauman said because Langford was sentenced before the bill went into effect, it didn't apply to him. He said the goal of House Bill 5 is to avoid the repetition of violent crimes.

"Part of the reason we passed House Bill 5 was because judges are making terrible decisions allowing violent criminals back into our community, House Bill 5 closes that revolving door," he said.

Langford is being held at Louisville Metro Corrections on a $1 million bond. His next scheduled court date is Monday, Aug. 11.
