LOUISVILLE, Ky. (WDRB) -- A Louisville Metro Police officer who resigned earlier this month amid a department investigation was indicted Wednesday on nine charges including stalking, tampering with public records and violating an interpersonal protective order.
LMPD said in a written statement Thursday that it received a complaint March 12 about "concerning behavior" by 25-year-old Officer Roberto Cedeno. The Public Integrity Unit began to investigate the complaint, and Chief Paul Humphrey began the termination process. But, on April 8, Cedeno resigned before either could be completed.
According to his arrest warrant, Cedeno's ex-girlfriend filed an IPO against him March 17. Later on the same day he resigned, Cedeno went to the Canary Club, a bar in Louisville's Shelby Park neighborhood, after the victim posted a picture on social media. When Cedeno arrived there, the two made eye contact before the victim left but remained in the area, police said.
According to the arrest warrant, Cedeno stayed for about two hours, seen on multiple surveillance cameras walking around the bar and moving his car to multiple locations within 500 feet of the building. And when the victim left the area, she drove past Cedeno's car, and he began following her, police said.
The victim then filed a police report, and, three days later, on April 11, LMPD said Cedeno was arrested for violation of the IPO. Court records show he was released from jail on his own recognizance April 12.
Then, on April 16, a grand jury indicted Cedeno on nine charges:
- Unlawful Access to Computer
- Stalking
- Tampering with Public Records
- Violation of EPO
- Misapplication of Entrusted Property
- Falsely Reporting an Incident
- Official Misconduct
- Harassing Communications
- Harassment
"It is my duty to this community to take immediate action when the behavior of any LMPD employee is called into question, especially when that behavior is criminal," Humphrey said in a news release Thursday. "I hold every officer in this department to high standards and will not tolerate anything less than exemplary and lawful conduct."
According to the IPO filed March 17, the victim said she'd been "constantly followed and stalked" by Cedeno on foot as well as in his personal and police vehicles since she broke up with him three weeks prior. Among other things, the victim said Cedeno sent her alarming messages, routinely drove by her house and took photos of her during her lunch break.
"In our most recent conversation, he stated 'They can't do anything to me if you do not have an order,'" the victim wrote when she filed the IPO. "This has been going on daily for the past 3 plus weeks and I cannot go anywhere without being followed."
Cedeno "surrendered peacefully" and was arrested on the new charges around 4:30 p.m. on April 17, LMPD said. His attorney declined to comment on the indictment.
Cedeno was in the news in 2023 when heĀ shot and killed a man in the Clifton neighborhood. LMPD said James Monti, 47, was lying in an alley off Frankfort Avenue when he pointed a gun at Cedeno. Body camera video shows Cedeno fire his gun and hit Monti in the neck. Monti was taken to UofL Hospital, where he was pronounced dead.
