Records show 2 former Louisville police officers accused of 'double-dipping' stole more than $40K

LOUISVILLE, Ky. (WDRB) — Records show two former Louisville Metro Police officers indicted on theft charges for allegedly "double-dipping" are accused of stealing more than $40,000 from the city.

The city denied most of an Open Records Request for the investigative file as the case works through the court.

Salat Aweys and Marcel Williams were indicted earlier this month and each face up to 10 years in prison for theft by unlawful taking.

According to the indictment report, the head of security for the Louisville Metro Housing Authority contacted an LMPD lieutenant about an "alarming amount of secondary employment hours" that Aweys was working.

Prosecutors accuse the officers of "double-dipping" by working private security at a public housing complex in the city's Park Hill neighborhood while on the clock for LMPD.

Records show it wasn't just happening on normal shifts. Internal Affairs checked schedules and found the officer working a side job while also on overtime, meaning he was getting time and a half through LMPD plus whatever the side rate was. It reportedly went on for a majority of 2025.

In total, documents show $45,000 was stolen in the pay scheme.

Aweys and Williams each pleaded not guilty in court Monday morning with Judge Eric Haner. No bond was set, and they will be released on personal recognizance. Their next court appearances are scheduled for Aug. 25.

LMPD Chief Paul Humphrey said in a written statement that the department's Public Integrity Unit began its investigation in December 2025. He said Aweys resigned from the department in January 2026, and LMPD initiated the termination process for Williams after the charges came down from the grand jury.
