In this Tuesday, Nov. 5, 2019, photo, migrant Justina holds her daughter, Samantha, at a refugee camp where she lives in Matamoros, Mexico. The camp is an outgrowth of the Trump administration’s “Remain in Mexico” policy, which has sent more than 55,000 migrants south of the border to wait and pursue their asylum cases.
