Women arrested in Lexington and Tennessee in death of boy housed at Louisville foster care facility

Deborah Francis and Amanda Marie Whitlow were arrested on warrants after they were indicted last week on one count each of second-degree complicity to manslaughter in the death of Ja'Ceon Terry.
