The law defines first-degree rioting as knowingly participating in a riot that causes injury to a person who is not rioting, or causes substantial property damage.
Jefferson County Attorney Mike O'Connell dropped felony rioting charges against 18 people on Tuesday, including Rep. Attica Scott, stemming from protests near the Louisville Free Public Library on Sept. 24.
Scott and her daughter were among those arrested in September during a protest near the main branch of the Louisville Free Public Library.
