The legislation's passage was one of the key demands of protesters over the last two weeks aimed at justice for Breonna Taylor, the 26-year-old Louisville woman who was shot eight times and killed by LMPD officers during a supposed drug raid.
In April, Mayor Fischer had warned council of another tough budget.
Metro Council President David James said he plans to introduce a new ordinance next week that would limit the amount of time LMPD or any city agency can deny an open records request due to an ongoing investigations to 30 days.
