LOUISVILLE, Ky. (WDRB) -- A man who was seen on video throwing a dog in the air last month was arrested Thursday by Louisville Metro Police.
LMPD said Coplen Lay, 34, was arrested after an anonymous tip was made to their hotline.
According to police, surveillance footage captured Aug. 6 shows a man in the 1500 block of Berry Boulevard throwing a puppy in the air by its scruff. The puppy landed on concrete and was injured. A man then came across the puppy and took care of it.
Lay will be charged with felony torture of a dog.
