A missing Hart County, Kentucky, boy who was the subject of a statewide IAN Alert has been found dead.
Gov. Andy Beshear said there have been around 1,000 rescues due to flooding since storms hit Kentucky.
The Hopkinsville man then went on KY70 and Interstate 65 southbound to flee police. KSP said Manning drove up to 130 MPH and turned off his vehicle's lights to elude police.
Rescuers found 58 dogs and pregnant female dogs, most of which were chained to trees and stakes in the woods. Other dogs were being kept in small pens.
