Police said the man wasn't on a crosswalk when he tried to walk across Bardstown Road and was hit.
The shooting happened around 2:23 a.m. in the 4900 block of Terry Road.
The video shows deputies pulling over 24-year-old Ronald Winter and ordering him out of the vehicle at gunpoint.
Police said there were no obvious signs of foul play at the scene.
