During a lengthy Tuesday night meeting on the subject, both sides accused the other of conducting a compromised investigations as both sides investigate the allegations.

Meanwhile, TARC's union is frustrated by the changes.

While TARC says it's fully cooperating with the investigation, the former FBI agent conducting it says otherwise.

David Beyer, who is investigating the scandal for the council, said he's discovered "egregious" abuse. 

While TARC said the problems have largely been remedied, some riders disagree.
