State and local health departments will be in charge of enforcing the mandate.
Holcomb also said Indiana will remain in its current phase of a five-step reopening until August 27, in part because of high rates of positive coronavirus cases in some counties.
Holcomb has advocated for the use of face masks to slow the coronavirus spread but has resisted calls to reimpose tougher business and crowd-size restrictions.
