LOUISVILLE, Ky. (WDRB) — Puppygram closed its doors this summer after a Louisville ordinance stopped the shop from selling puppies. However, the store is relocating to southern Indiana.
According to Puppygram's website, it sells pure bred and designer puppies along with pet supplies. However, previous WDRB reporting found several customers claim they brought home dogs with serious health issues.
There was a shop on Hurstbourne Parkway until a Louisville ordinance banned retail stores from selling animals linked to puppy and kitten mills.
A sign is all that remains of that location as of November 2025. However, it's not illegal in Indiana, so Puppygram is moving across the river to Clarksville.
Indiana passed House Bill 1412 several months ago, voiding any local ordinances that ban the sale of dogs at retail pet stores. The law went into effect July 1, 2025.
A space inside Green Tree Mall is currently under renovation. Crews are installing kennels and shelves. While there's no clear signage above the doorway, fliers on the storefront window show Puppygram is hiring.
The move alarms several residents and animal activists in the area.
"My first thought was 'Oh, this is really not good,'" Clarksville resident Jinn Bug said. "It really distresses me."
Green Tree Mall's General Manager, Bob McEwen sent WDRB the following statement:
"Green Tree Mall Management and Ownership take any allegations relating to animal health, safety, and welfare very seriously. We are aware of recent public concerns and media reports regarding Puppygram and have referred the matter to the appropriate local and state authorities for investigation.
Management remains committed to maintaining a safe, clean, and lawful environment for all patrons and tenants of Green Tree Mall and will continue to monitor business activities to ensure that all tenants operate in accordance with applicable laws, regulations, and lease requirements, including those related to animal welfare, health, and sanitation."
Town of Clarksville Communications Coordinator Kendall Jackson also sent WDRB this statement on Friday:
"The Town of Clarksville understands that many residents have concerns about this business and the reports surrounding its past operations. We want to be clear that the town does not have the authority to prevent a business from locating here if it meets the requirements of our zoning ordinances and complies with all applicable state and local regulations. Our role is to ensure that every business follows the laws that govern its operation. We will continue to monitor compliance within the limits of our authority, and we will address any violations if they occur just as we would with any other business in our town."
WDRB called and emailed Puppygram several times but has not received a comment yet.
