LOUISVILLE, Ky. (WDRB) — The former Louisville Metro Police officer who hit and killed a man in April while responding to a call without lights and sirens activated told investigators she has no memory of the crash, video obtained by WDRB reveals.

According to LMPD's internal Professional Standards Unit investigation, Alyssa Begel was responding to an emergency call on April 2 after an EMS crew reported a patient inside an ambulance was being disorderly. Dashcam video shows Begel swerving through traffic before the impact, when her cruiser hit a black Cadillac that had pulled onto Fern Valley Road. The driver, Charles Briscoe, 61, died at the scene. Begel was injured in the crash.

LMPD's Professional Standards Unit, which investigates LMPD policy violations by police department members, launched an investigation into the crash. Investigators found Begel was driving 95 mph in a 45 mph zone on Fern Valley Road without her lights and sirens activated. The investigation also revealed she was in violation of policy for not activating her body camera device.

After turning the investigation over to Chief Paul Humphrey, Begel was suspended for 30 days, but she resigned before that period ended. 

In new video obtained by WDRB News through Kentucky's Open Records Act, a recording of Officer Begel's interview with LMPD's Professional Standards Unit shows investigators questioning her about the events leading up to the accident.

"The last thing I remember is just being at Shepherdsville (Road) and Fern Valley (Road), and that was it," she said to investigators. "Next memory was waking up in the hospital."

In the 25 minute recording of the interview, Begel repeatedly claims she can't remember most details about the crash.

"Do you recall responding to this run, or advising to MetroSafe that you were responding?" an investigator with LMPD's PSU asks.

"I can't remember," she replies.

During the interview, investigators play dispatch audio from moments before impact, when Begel requested to be added to the run to help EMS with a disorderly patient.

"Is there a reason that, if you were responding to this emergency incident, why you would not have your lights and siren in continuous operation?" she is asked by a PSU investigator.

She responds, "I don't have any memory of that moment, I don't know."

The investigation into whether Begel violated any policies — which started April 11 — took nearly six months.

In a separate investigation in early June, LMPD's Public Integrity Unit, which investigates police department members criminally, turned its case over to the Jefferson Commonwealth's Attorney's Office. A Jefferson County grand jury returned a "no true bill" against Begel in Briscoe's death on July 30, meaning they declined to indict her on a charge of second-degree manslaughter.

Begel declined an interview request from WDRB, but answered questions through her attorney, Todd Lewis, in an email in October.

"This particular event is something I never anticipated, and I find it devastating," Begel said when asked why she resigned. "I decided I do not want to move forward in law enforcement at this time.” 

Begel also had a message for Briscoe's family.

"I hate that this happened. I hate that it was something you had to experience," she said. "Not a day goes by I wish this never happened.”

Begel said she had serious impact fractures from the crash to her tibia and fibula.
