The arrest citation said the 22-year-old was weaving in and out of lanes, passing cars at speeds exceeding 130 mph.
One driver was taken to the hospital with non-life threatening injuries.
Investigation revealed the man was traveling southbound of Blue Lick Road at a high rate of speed where he lost control and hit a minivan.
The man told Kentucky Lottery officials he didn't believe he had won.
Police said Ashley Essex, 30, was last seen in the 3600 block of Hillcross Drive around 4:40 p.m. Saturday.
LMPD Spokesperson Alicia Smiley said it happened just after 4 p.m. at Mud and Smith lanes in south Louisville.
The LMPD Homicide Unit is investigating.
The construction is part of a project to widen Blue Lick Road.
The eight-day closing will help prepare the road for a widening project.
Police say the incident began when they noticed that 24-year-old Jesse Cottrell was driving a stolen car.
