LOUISVILLE, Ky. (WDRB) -- Clarksville residents are pushing for an ordinance change over concerns about a new pet store at Green Tree Mall.

Neighbors spoke out against Puppygram during a town council meeting Tuesday.

Puppygram sells purebred and designer puppies. Previous WDRB reporting found several customers claiming they brought home dogs with serious health issues.

The store opened in Louisville before a city ordinance banned retail stores from selling animals, linked to puppy and kitten mills. That ordinance pushed Puppygram out of Louisville, and the store relocated to Clarksville.

Neighbors are now pushing for a change to the town's ordinance that would strengthen protections for animals.

"Since November the 28th, a retail pet store has been operating in our town under an ordinance that fails to provide clear enforcement standards for the sale of vulnerable baby animals. There is no reason to delay the review further," Jennifer Fuller Renfro told the council on Tuesday.

The town said it's waiting for a state inspection report before making any decisions about changing the ordinance.

Indiana passed House Bill 1412 in 2024, voiding any local ordinances that ban the sale of dogs at retail pet stores. The law went into effect July 1, 2025.
