The shooting was reported around 3 a.m. Sunday in the 5000 block of Poplar Level Road, LMPD spokeswoman Alicia Smiley said in a statement.
The victim is now paralyzed from the neck down and is expected to be on a ventilator for the remainder of his life, according to court records.
