LMPD's Professional Standards Unit, which investigates LMPD policy violations by police department members, launched an investigation into the crash. Investigators found Begel was driving 95 mph in a 45 mph zone on Fern Valley Road without her lights and sirens activated.
The accident happened about 7:40 p.m. Tuesday.
During the traffic stop, police saw "a plethora of open alcoholic beverage containers" in the car.
The crash was reported in the southbound lanes, near the Louisville Muhammed Ali International Airport.
Police said the driver of that car stayed on scene and called 911 for help.
The woman was attempting to cross the street when she was hit.
All northbound lanes are blocked, and traffic is backing up onto Interstate 265.

EMS arrived, and pronounced the man dead at the scene.
It is described as a silver vehicle with a broken headlight, and possibly additional front-end damage.
