ISP said the alleged abuse happened on Aug. 2 in Washington County.
Indiana State Police arrested Michael Allen Richardson, 31, at his Hardinsburg home on Tuesday.
The man is being held without bond in Washington County and has a $50,000 cash only bond on Clark County charges.
Higginbotham is charged with one count felony child molestation of a child under 14.
